WSD Receives Clean “Unmodified” Financial Audit The Wentzville School District received a clean audit of its financial records, accounting practices and compliance with state and federal requirements during the fiscal year that ended June 30, 2020. PETERSBURG – The nearly five-year tenure of City Manager Aretha Ferrell-Benavides comes to a close this week, after which she will return to her home state of Texas to fill the same role in the City of Duncanville, a suburb of Dallas.  She arrived in 2017 to a Petersburg in disarray. She says the city now knows when and where money is coming in and how to track it through the city's accounts - though it didn't when she first arrived. The improved fund balance and financial situation has come with an increased bond rating, impacting the city’s ability to borrow money. In Dec. 2019, the city’s S&P Bond Credit Rating improved from BB+ to BBB- which labels the city as “investment grade” in the eyes of lenders. That could yet improve further in the next report.   S&P declined to offer an improved bond rating this week with COVID-19 continuing to impact finances around the country. Though, Ferrell-Benavides said that the city budgeted well during the pandemic by using smart budget cuts and that she “doesn't see any reason why” there wouldn’t be an increase in the bond rating.  In her parting advice to council, Ferrell-Benavides urged leaders to consistently groom predecessors for pivotal city positions. Employee turnover was often cited as a problem in departments across the city when things went awry.  “One of the highlights of our organization is that everybody has a number two,” she said. “... Know that people will leave, but that we always have somebody sitting back there, hiding behind that screen over there who's ready to step up and take over.”  She also advised that all future spending be tied back to the city’s recently developed 2021-25 strategic plan. Its four main goals are “attracting businesses,” “enhancing neighborhoods and improving housing,” “efficient, effective and equitable service delivery,” and “celebrating Petersburg’s history and culture.”  Petersburg’s elected officials offered positive remarks to Ferrel-Benevides on her departure.  “I wish her well, I’m distressed that she’s leaving, but I understand and we will adjust to the new reality and carry on,” said Ward 4 Councilor Charlie Cuthbert. “I certainly thank you for all that you’ve done, you’ve been a huge help in so many ways to this city.”  Ward 5 Councilor W. Howard Myers said, “There’s much, much more to do. But to be at the level we are today is a magnanimous opportunity for all of us. I say again thank you City Manager Benavides, sorry to see you go.”  All of this positivity has not come without criticism. Despite a vastly improved financial situation, an economic development win in the capturing of Pharmaceutical manufacturing firm  Phlow Corp , the creation of a robust code enforcement division  to focus on the city’s huge number of blighted homes and advancements on major infrastructure projects, residents still face problems with their local government.  Residents continue complaints that their monthly utility bills vary significantly from month to month, often coming in hundreds of dollars more than the previous period. When they go to the city’s billing and collections windows to have these problems corrected, they say they are met with unhelpful customer service and inadequate explanations for supposed excess usage. Though city administration has repeatedly said they would address these issues, the problem has not waned.  Residents have also regularly complained that Petersburg is “top heavy,” with too many employees earning executive-level salaries totaling over $1 million in excess funding. Too much they say for a city of its size when the money could be used elsewhere.  The government’s relationship with its citizens has ranged from positive discourse to contention.
